Why does the Cigna HMO plan cost LESS for people in Phoenix than in Tucson?

CignaIf you compare quotes for health insurance plans in Arizona, you may notice that the monthly premium for a Cigna HMO policy costs less in the Phoenix area than it does in Tucson. For example, the best rate for a 30 year old female on Cigna’s HMO plan is $497 a month in Tucson, and $380 a month in Phoenix. This may not seem to make sense since the cost of living in Phoenix is higher than in Tucson. The reason for this cost difference comes down to the difference between an HMO (Health Maintenance Organization) and a PPO (Preferred Provider Organization). Because Phoenix is larger than Tucson and has more medical providers, Cigna is better able to keep costs down and pass those savings on to members of their HMO network.
